Ecolog Deutschland GmbH protested the Army’s RFP for logistics support services in Bavaria, arguing its alternate program manager met the solicitation’s experience criteria and that the awardee’s price was unreasonably high. GAO found the RFP unambiguously required experience references to include every one of six specified elements (shuttle bus and on-call transportation services, distribution and set up items, food experience, field equipment acquisition and management, and laundry and shower facilities) for relevant experience, which Ecolog’s candidate did not meet. On price, GAO held the Army’s analysis was reasonable, comparing the awardee’s price to the IGCE and the field of offers and finding it in line with market and below the estimate.
The protest was denied. When a solicitation enumerates experience elements, each reference must satisfy all specified elements; partial overlap won’t pass.
