Hegseth is back on talk of restoring the warrior ethos to DOD, and he’s uncovered that DOD is overreliant on management consultants and contractors. Agreed. Are these contractors overpaid? Maybe, but presumably that pay is set by the commercial market, and this was all in service of making government more efficient. What is the solution?

Before executing a new IT consulting and management services contract or task order with an integrator or consultant, DoD components must first get approval from the deputy secretary of Defense. To get that approval, DoD components must submit a cost-benefit analysis, evidence that alternatives were evaluated and justification that the work cannot be done in-house or purchased from a direct service provider.

These on top of Milestone Decision Authority (MDA) key decision points, Defense Acquisition Board reviews, technical reviews, integrated baseline reviews, etc. etc. The result is a more efficient DOD?

No word on how they’re measuring success or assessing the risk this disruption spawns.
