Guardian DB Services protested after learning it did not receive a place on a Forest Service Region 4 construction multiple-award task-order competition. Following a written debriefing on 17 June, the firm filed a protest at GAO on 1 July. GAO dismissed the protest as untimely as the agency clearly stated the debriefing was closed on 17 June, and a protest must be filed within 10 days of a required debriefing’s close.⁠

⁠Protest denied. Where an agency unambiguously closes a debriefing, the 10‑day clock starts that day even if the protester is dissatisfied with answers.
