Hegseth mandates streamlined software acquisition to enhance defense capabilities​

In a memo dated 6 March 2025, Defense Secretary Pete Hegseth directed all DOD acquisition offices to adopt the Software Acquisition Pathway (SWP) and leverage existing authorities to expedite the procurement of software-dependent systems, as reported by Defense News. This mandate aims to modernize DOD's approach to software acquisition, aligning it more closely with contemporary technological advancements.

Hegseth emphasized the necessity of transitioning from a hardware-centric model to one that recognizes current software-defined warfare. He stated that DOD has been slow to adapt to this shift, resulting in delays that ultimately disadvantage warfighters.

Established in 2020, the SWP provides a tailored mechanism for acquiring software apart from hardware pathways not suitable for software solutions. Currently, eighty-two programs across various military services utilize the SWP to acquire capabilities ranging from command-and-control systems to cybersecurity tools.

The memo also advocates for the use of Commercial Solutions Openings and other transaction authority contracting approaches as standard practices. These methods encourage nontraditional defense companies and startups, facilitating faster acquisition timelines and broader access to innovative commercial technologies. They, however, are often used by traditional defense contractors to circumvent competitive procedures.

The Under Secretary of Defense for Acquisition and Sustainment, in collaboration with the Defense Innovation Unit, has been tasked with developing an implementation plan within thirty days to adopt these changes.
