Integral Federal protested the US Army’s issuance of an RS3 IDIQ task order to SURVICE Engineering for research and development services, alleging the agency both misevaluated its quote and violated FAR 15.206(a) by not amending the RFQ after removing certain labor categories.
GAO dismissed for lack of jurisdiction, holding that the “value” for the 10 USC §3406(f)(1) DOD task‑order threshold depends on awarded task order amount, not the awardee’s proposed price or what the order “should have been,” absent the alleged defect. Here, the awarded value was $28.55 million, below the $35 million jurisdictional floor, so GAO could not reach the merits.
