La Playa, Inc., of Virginia, doing business as LPI Technical Services, protested its exclusion from consideration for a task order under RFP No. N6449825R3042 issued by the Navy. LPI contended that its proposal should have been accepted despite being submitted late due to alleged system failures with the agency’s electronic submission portal.

GAO found that LPI failed to demonstrate a systemic failure of the portal, as the agency's audit indicated the portal was functioning properly during the submission period. GAO emphasized that it is the offeror's responsibility to ensure timely delivery of proposals.

The protest was denied.
