Mobomo LLC, a small business, protested the issuance of a task order by the National Oceanic and Atmospheric Administration (NOAA), to ResolveSoft Inc. for web modernization services under RFQ No. 1305M324Q0367. The protest focused on the agency's evaluation of quotations, alleging that the evaluation was flawed and that NOAA failed to engage in equal discussions with Mobomo during the procurement.
