Mobomo LLC, a small business, protested the issuance of a task order by the National Oceanic and Atmospheric Administration (NOAA), to ResolveSoft Inc. for web modernization services under RFQ No. 1305M324Q0367. The protest focused on the agency's evaluation of quotations, alleging that the evaluation was flawed and that NOAA failed to engage in equal discussions with Mobomo during the procurement. Despite Mobomo's claims, GAO found that the agency's evaluation was reasonable and consistent with the solicitation criteria.

GAO evaluated the reasonableness of NOAA’s evaluation under the technical approach factor, where both Mobomo and ResolveSoft were rated with "some confidence." The court determined that the agency's assessment of Mobomo's quotation was consistent with the terms of the RFQ and that the agency's findings regarding the lack of detail in Mobomo's quote were justified. GAO also addressed Mobomo's argument of unequal treatment in evaluation, ruling that the agency's actions were consistent and fair.

The protest was denied, because GAO found no basis for Mobomo's claims.
