Revolve Solutions LLC protested the US Army’s award of a fixed-price contract for commercial communication planning and support services (RFP No. W9124J‑25‑R‑0010) to Vistra Communications LLC. Revolve contended that the Army unreasonably evaluated its proposal as technically unacceptable:

  • Insufficient details in proposal: The agency and GAO determined that Revolve’s proposal did not provide clear or sufficiently detailed information regarding how it would meet specific PWS requirements, such as producing daily news digests (including weekends), monitoring breaking news, generating monthly reports, executing up to 60 communication plans per year, and supporting 20 Army outreach events annually.
  • Restating requirements rather than providing method: GAO concurred with the Army that Revolve tended to restate the PWS requirements or refer to general capabilities, without offering a concrete, tailored approach to perform the required services in the Army’s context.
  • Standard of review: GAO reiterated its deference to the agency’s technical evaluation, provided it was reasonable and aligned with the solicitation.
  • Technical acceptability and LPTA basis: As Revolve’s proposal was deemed technically unacceptable, its price proposal was not evaluated, precluding any possibility of prejudice or change in contract award outcome.

The protest was denied.
