Accenture protested TRANSCOM’s award of the JTMS implementation contract to CACI, arguing the agency mishandled organizational conflicts of interest, misevaluated the solution demonstration, failed to properly assess CACI’s late cost reductions, and overlooked strengths in Accenture’s own proposal.

GAO denied the protest across the board. It found the agency gave meaningful consideration to alleged OCIs involving both CACI and its subcontractors and reasonably concluded either that no significant conflicts existed or that any issues were adequately mitigated. GAO also upheld the evaluation of CACI’s solution demonstration, finding the agency reasonably treated certain shortcomings as weaknesses rather than disqualifying failures.

On price, GAO agreed the post-discussions reductions were limited to profit and fee cuts and did not require the agency to infer a changed technical approach. It also rejected Accenture’s laundry list of alleged missed strengths, noting the protester had not shown why those proposal features exceeded the solicitation’s requirements in a way that required added credit. The protest is denied.
