ASG Solutions protested a Navy simplified-acquisition award for administrative support services in Bahrain, arguing the agency failed to evaluate quotations consistent with the solicitation and improperly denied it a debriefing. GAO never reached the merits because the protest was late.

The procurement was conducted under FAR part 13, so ASG was entitled only to a brief explanation of award, not a required FAR part 15 debriefing. GAO held that the Navy’s September 18 email provided the operative brief explanation, and later back-and-forth with the agency about whether a fuller debriefing would occur did not toll the filing deadline. Because ASG waited until November 13 to protest, the filing was untimely.

The protest is dismissed.
