CSlope protested the Army’s corrective-action reevaluation of proposals for support of the Arlington National Cemetery customer care support center. After initially selecting CSlope, the agency reevaluated past performance, lowered CSlope’s rating, and instead awarded to JCS Solutions.

GAO denied the protest. The record showed the agency reasonably concluded CSlope’s references did not demonstrate the magnitude and complexity required by the solicitation to justify the stronger past-performance assessment CSlope wanted. With that reevaluation in place, the new selection decision stood.

The case is a reminder that corrective action can materially reshape a competition when the record supports a different past-performance judgment on reevaluation. The protest is denied.
