CWTSatoTravel protested GSA’s issuance of a Multiple Award Schedule order to Omega World Travel for Marine Corps travel management services worldwide. The decision is useful for what it says about past-performance significance in an FSS best value tradeoff.
Although CWTSato was the incumbent and, after discussions, received a good technical rating, the contracting officer viewed its past performance as carrying high performance risk because the record showed repeated failures to meet service-level requirements for connecting customer telephone calls. Omega, by contrast, was found to have met or exceeded contractual service levels during the review period and received a substantial confidence assessment with low performance risk.
GAO denied the protest. It found the evaluation reasonable and consistent with the RFQ, including the source selection decision to pay a small price premium for Omega’s materially stronger past-performance record. For incumbents, the case is a reminder that proven performance problems can outweigh familiarity with the requirement.
The protest is denied.
