Dongjin-South Korea protested the US Army’s elimination of its proposal from the competition for maintenance support services at air bases in South Korea under RFP #W90VN6-24-R-A001. Dongjin argued the agency unreasonably evaluated its prior experience and failed to credit its experience at a wastewater treatment facility. The protester also challenged the solicitation terms as lacking a reasonable source selection methodology.
The solicitation required a two-phase evaluation process, including acceptable/unacceptable ratings for business licenses and prior experience in phase one. Dongjin's proposal met the licensing subfactor but failed under prior experience, because it did not reference relevant experience in real property management or environmental protection services. The agency rejected Dongjin’s contention that a general construction license alone demonstrated this experience. Additionally, Dongjin's protest about the evaluation criteria and methodology was dismissed as untimely, because it was filed after the proposal submission deadline.
