Guidehouse Digital protested USCIS’s task-order award to IBM for IT architecture and engineering services, arguing the agency unreasonably rejected its proposal based on the staffing factor. The case turned on whether Guidehouse’s alternative staffing plan complied with the solicitation’s minimum requirements.

The RFP used a two-phase process and allowed offerors to propose changes to the government staffing matrix, but required any proposed alternative to be explained and shown to be appropriate for the requirement. USCIS concluded Guidehouse’s proposed alternative staffing plan did not meet minimum needs and assigned the proposal a no-confidence rating under staffing, which made the firm ineligible for award under the solicitation.

GAO denied the protest. It found the agency’s evaluation of Guidehouse’s staffing approach and related training process reasonable and consistent with the RFP. Because the solicitation expressly made any proposal with a no-confidence rating ineligible for award, the exclusion flowed directly from the stated terms.

The protest is denied.
