H2 Technology Group protested a VA task order award to ThunderYard Liberty for support of the DAIMO (Data and Analytics Integrated Modernization and Operations) program, a major OI&T initiative to overhaul and streamline how the VA manages, analyzes, and shares data. H2 argued the agency unreasonably assessed weaknesses in H2’s technical quotation, treated vendors unequally, and failed to credit H2 with strengths.

GAO denied the protest. The decision focused heavily on the in-person technical demonstration, where the agency reasonably found shortcomings in H2’s explanations and implementation details, including concerns about how clearly H2 demonstrated its chosen data-ingestion architecture and related technical approach. GAO also rejected the disparate-treatment claims, finding the alleged differences in scoring reflected real differences between the quotations rather than unequal standards.

With the evaluation upheld, GAO likewise found no basis to disturb the best-value decision despite H2’s lower price. The protest is denied.
