Hurricane Consulting protested its elimination from a VA warehouse logistics competition, arguing the agency unreasonably found its proposal unacceptable and mishandled its past performance evaluation.

GAO denied the core challenge. The VA reasonably found that two proposed shift supervisors did not meet the solicitation’s minimum experience requirement for supervising warehouse logistical operations. Because the resumes failed to clearly demonstrate the required supervisory background, the agency properly assessed deficiencies that rendered the proposal unacceptable.

That finding also ended Hurricane’s remaining arguments. Once the proposal was reasonably found technically unacceptable and therefore unawardable, Hurricane was not an interested party to keep pressing its past-performance complaints.
