Mission Analytics protested Air Force procurement actions involving a CCTV system, challenging both the solicitation terms and the eventual award. GAO dismissed the protest on straightforward procedural grounds.

First, Mission had already raised its solicitation objections at the agency level, and the Air Force’s decision to proceed with the quotation deadline counted as initial adverse agency action. Because Mission’s later GAO filing came too late, the solicitation challenge was untimely. Second, Mission submitted its own quotation after the deadline, which meant it was not eligible for award and therefore lacked interested-party status to challenge the award decision itself.

The protest was dismissed in full.
