Navarre Corporation protested alleged sole-source contract awards to INCare Trans LLC by the Department of Veterans Affairs for paratransit transportation services at the Richard L Roudebush VA Medical Center in Indianapolis. The protester claimed the agency ordered multiple transportation trips from INCare Trans without an underlying contract or task order.

GAO dismissed the protest for failing to state a legally or factually sufficient basis. The protester provided only unsubstantiated allegations without supporting evidence, claiming it "recently learned from local VA personnel" that the VA was procuring identical services from INCare Trans in parallel to procuring from Navarre.

The agency's investigation found no contract with INCare Trans in the VA contract system or payment operating system, and INCare Trans was not even a registered vendor when the protest was submitted. The protester offered no credible rebuttal beyond further unsubstantiated allegations that the agency must be circumventing contractual procedures.
