Network Designs, Inc. protested DOJ’s transfer of Antitrust Division IT modernization, operations, and maintenance work to Leidos, arguing the action was an out‑of‑scope, sole‑source award. GAO dismissed the protest for lack of interested‑party status: the work was added by modifying a task order under GSA’s Alliant 2 GWAC, and NDi does not hold an Alliant 2 contract.

A firm that does not hold the underlying IDIQ is not in line for the task order and cannot challenge its modification. Protest dismissed.
