Operations Services, Inc. (OSI), protested the US Army’s task order award under RTOP No. PANMCC-24-P-0000010176, supporting the Contingency Operations Warehouse for the XVIII Airborne Corps, contesting the evaluation of its staffing quote. OSI argued that the solicitation requirements were misstated and that Logmet, LLC’s proposal should have been deemed technically unacceptable based on its alleged staffing levels. OSI’s initial quote was rated unacceptable for failing to adequately demonstrate how a reduced staffing plan could meet the historical workload.
OSI contended that the staffing approach outlined in the solicitation should mirror historical labor categories and FTE requirements. However, GAO found that OSI’s assertions were unsupported and merely speculative, failing to establish a reasonable potential for merit.
The protest was dismissed because OSI’s allegations did not provide a sufficient factual basis, relying on misinterpretations and speculative reverse engineering of Logmet’s proposal rather than concrete evidence.
