Perimeter Security Partners, LLC (PSP), sought reimbursement of protest costs after the Army Corps of Engineers issued a task order under a GSA Schedule RFQ to Low Voltage Wiring (LVW) for access‑control point maintenance across nineteen Army installations. PSP’s underlying protest challenged the Corps’ past‑performance evaluation and best value tradeoff. GAO found the protest clearly meritorious: evaluators relied on CPARS narrative comments to buoy the incumbent LVW while tallying only adjectival ratings for PSP, and the source selection emphasized LVW’s incumbency outside stated criteria while failing to address parallel price‑risk concerns for both offers. After outcome‑prediction alternative dispute resolution showed a likely sustain, the agency took corrective action; however, corrective action after the agency report and ADR was not “prompt,” warranting reimbursement of protest costs.
