Salient protested DCSA’s issuance of an FSS order to Omni Fed for NBIS cloud and DevSecOps managed-service-provider work. Salient argued Omni lacked experience comparable in size and scope, challenged the adequacy of Omni’s quoted level of effort and price, and also attacked aspects of the evaluation of Salient’s own quotation.

GAO denied the main challenges. It found the solicitation did not require the agency to weigh reference dollar value the way Salient urged and reasonably supported Omni’s high-confidence experience rating based on the similarity of the reference work. GAO also rejected the attack on Omni’s level of effort and price evaluation, emphasizing the limited documentation required in FSS procurements and the reasonableness of the agency’s judgment.

GAO then concluded Salient could not show competitive prejudice from alleged errors in evaluating its own quotation. Even if Salient’s ratings improved to match Omni’s, Salient still would have been the higher-priced offeror, and the record showed the agency would not have paid a premium for an equally rated quotation. The protest is denied.
