TEAM CSI Joint Venture, LLC, protested DISA's award of a task order to AccelGov LLC under a request for proposals (RFP) for enterprise IT support services at National Defense University. The protest challenged multiple aspects of DISA’s evaluation, including the technical evaluation, past performance assessment, and the best value tradeoff. TEAM CSI also argued that AccelGov was not a small business and should have been referred to SBA for a size determination. The issues:
Technical evaluation: TEAM CSI argued that DISA improperly assigned its proposal lower confidence ratings, particularly under the system availability, change management, cybersecurity, and staffing subfactors. GAO found that DISA’s evaluation was reasonable and consistent with the RFP.
Past performance: The protester claimed AccelGov had at most one relevant past performance reference and should not have received a satisfactory confidence rating. GAO upheld DISA’s determination that all three of AccelGov’s references were relevant.
Size protest: TEAM CSI alleged AccelGov was not a small business under SBA’s two-year rule. GAO dismissed this argument, finding no evidence in AccelGov’s proposal that would have required DISA to refer the matter to SBA.
GAO denied the protest on all grounds. It found DISA’s evaluation and award decision to be reasonable, reinforcing that agencies have broad discretion in evaluating proposals and making best value tradeoffs.
