Gov Solutions Group protested the Navy’s issuance of a task order to NavAide under a fair opportunity proposal request for professional support services tied to NAVWAR’s transition to SAP S/4HANA. GovSG argued the agency unreasonably evaluated its proposal under the technical criteria.
The dispute centered on two issues. First, GovSG argued the agency undervalued its corporate experience. Second, it challenged the agency’s conclusion that its proposed dashboard or tool did not satisfy the requirement for a communications product that would help translate complex business processes for business transformation.
GAO denied the protest. Based on the record, the agency reasonably assessed the scope and relevance of GovSG’s experience using what the firm actually included in its proposal, and GAO found the protester’s disagreement did not show the evaluation was arbitrary. GAO also agreed that a dashboard alone did not meet the solicitation’s requirement for a communications product designed to support change management and communication objectives.
The protest is denied.
