United Capital Investment Group protested its exclusion from a DLA RFP for aviation turbine fuel after failing to be approved in the Joint Contingency Contracting System (JCCS) by the proposal due date. UCIG argued JCCS approval is a responsibility matter to be assessed at award, not a basis for elimination. GAO dismissed the protest as untimely, because where an RFP unambiguously requires preaward registration, as here, failure to meet it can bar evaluation. Any challenge to this requirement must be raised preaward.
