Booker DiMaio, LLC (Booker), a small business based in Sykesville, Maryland, protested GSA’s technical evaluation of its quotation under RFQ No. 47HAA024Q0020, to establish multiple BPAs for project management support services. Booker alleged that the GSA improperly assigned its proposal a deficiency under the "smart buildings support" task, improperly documented its decision-making process, and unfairly assessed significant weaknesses against Booker’s quotation.
The primary issue was the agency’s determination that Booker’s quotation failed to demonstrate adequate expertise and technical understanding specific to smart building technology, as defined by the solicitation. GAO found GSA’s evaluation reasonable, noting Booker’s quotation lacked the necessary detail on Building automation systems (BAS), advanced metering, and related operational technologies required by the solicitation. GAO also determined GSA's documentation, though streamlined under FAR subpart 8.4, was sufficient, and the contracting officer’s postprotest explanations were consistent with contemporaneous records. GAO concluded that Booker did not demonstrate competitive prejudice because, even without the significant weaknesses, the deficiency alone precluded Booker from receiving an acceptable rating necessary for further consideration.
The protest was denied.
