CGI Federal protested the Nuclear Regulatory Commission (NRC's) issuance of a task order order to Unison Software for acquisition management system support, arguing that the agency’s evaluation was unreasonable and inconsistent with the RFQ. CGI argued that Unison’s quotation should have received a lower rating under the technical and past performance factors due to FedRAMP’s suspension of Unison’s FedConnect cloud service.
FedRAMP suspension: CGI argued that NRC erred in assigning Unison a “pass” rating under the initial evaluation factor because a portion of Unison’s solution relied on FedConnect, which was in a FedRAMP suspended status. GAO found that the record reflected that Unison proposed its PRISM contracting SaaS system, not FedConnect.
Technical evaluation: CGI alleged various concerns related to NRC’s evaluation of quotations under the technical functionality subfactor, including the assignment of weaknesses to its quotation and instances of unequal treatment. GAO was unpursuaded..
