DOD’s CUPID matches acquisition and financial data and systems
FedNewsNetwork reports DOD has introduced the Centralized Unique Program Identifier (CUPID) aimed at bridging its financial and acquisition systems, an issue long blamed for inefficiencies in budget preparation. By tagging all acquisition actions with a unique three-digit CUPID code—yes, another inscrutable DOD code—and registering programs in the Defense Acquisition Visibility Environment (DAVE), the Pentagon gains new traceability for programs at all levels.
This granular data standard, supported by the Pentagon’s Advana analytics platform, enables better tracking of budget execution by program elements . Mark Krzysko, principal deputy director for enterprise information in the acquisition office, likened CUPID to a "birth certificate for programs," providing a foundational layer of visibility. This allows the department to identify inefficiencies, refine policies, and enhance training.
Challenges remain in integrating DOD’s complex systems into a unified data platform as recommended by its PPBE commission. The success of such efforts require enterprisewide adoption and addressing long-standing usability and data-sharing limitations.
