Significant weakness for management structure: GAO upheld the agency’s assessment of a significant weakness in GAP’s proposal, finding that GAP’s staffing structure created risk by assigning multiple responsibilities to key personnel in a way that could detract from their primary duties.
Weakness for multiple subcontractors: GAO found that Army reasonably identified risk in GAP’s approach to using multiple subcontractors at the same installation, which could create disparities in pay, benefits, and retention—issues GAP itself acknowledged in its proposal.
Failure to assign multiple strengths: GAO rejected GAP’s argument that it should have received more strengths, particularly for its staffing approach. The agency reasonably determined that GAP’s approach was beneficial but did not warrant multiple strengths in different evaluation areas.
