Mission Analytics, LLC, an SDVOSB, protested the Department of Health and Human Services' award of a contract to Sharp Electronics Co. for multimedia devices intended for patient engagement and training. The protest alleged improper rejection of a small business set-aside and argued that the agency’s pricing evaluation failed to recognize the lowest priced technically acceptable offer. GAO dismissed the set-aside protest as untimely and found the evaluation consistent with the solicitation; the agency reasonably included optional training costs in its price evaluation. Sharp’s quotation offered all required training at a lower overall price, meeting the LPTA criteria.
